中文（中国大陆）：律师协会不是行政机关，但在签发本证件时属执行《中华人民共和国律师法》第四十六条第（五）项之法定职能，具有行政性质；见广州铁路运输中级法院（2016）粤71行终35号行政裁定书。因此，本证件是《中华人民共和国著作权法》第五条第（一）项所指的具有行政性质的文件。
English: The Lawyers Association is not an public administrative body, but it is, when issuing this certificate, exercising the statutory power pursuant to Sec. 46(5) of the Lawyers Act PRC, which means acting in a public-administrative manner; see the verdict No. 2016/Guangdong-71/Administrative-Final/35 of the Guangzhou Railway Transportation Intermediate People's Court. This certificate is therefore a paperwork of the public-administrative nature referred to by the Sec. 5(1) of the Copyright Act PRC.
