In South America, as in Europe, the revolutionary transformation of an Empire into a Republic, though an event of historical significance, is calmly recognised by the Governments of the oldest and most powerful Monarchies, including that of Great Britain, wherever the country promises, under its new Constitution, to respect existing international obligations. Since Brazil, the great community of Portuguese origin, with its vast territories, ruled till lately by an elder branch of one of the most ancient and illustrious Royal houses, has chosen to make such a change in its own political institutions, there has been no indisposition among the European Powers to admit the right of the Brazilians to set up what form of government they pleased. At Rio de Janeiro, on Nov. 13, the flag of the Brazilian Republic was formally saluted by the guns of H.M.S. Cleopatra, the flag-ship of the senior commanding officer of the British naval squadron, and the salute was duly returned by the batteries of Fort Villegagnon, which guards the entrance to the harbour below the Sugarloaf Mountain. We have been favoured with two Sketches of these scenes by an officer of that ship. Many foreign men-of-war lay in the harbour, including some of the United States Navy, the Pensacola, Essex, and others. On Nov. 15, the first anniversary of proclaiming the new Republio was celebrated at Rio and in other towns of Brazil, which comprises twenty provinces, with a population of ten millions.
