Eran Shamir-Borer, international law department, Israeli Defense Forces, discusses European and Israeli perspectives on the San Remo manual during a U.S. consultative meeting for the revision of the “San Remo Manual on International Law Applicable to Conflicts at Sea” at the U.S. Naval War College, Dec. 18. The event is a series of panels exploring potential changes to the San Remo Manual, which is a restatement of the law of naval warfare.
