After his 1927–1928 tour of Europe, India andIran, King Amanullah brought in foreign experts to redesign Kabul. Paghman, a small village at the bottom of the Hindu Kush, became a holiday retreat with villas and chalets as well as the summer capital.

فارسی: طاق ظفر یادگاری‌ست که پس از به دست آوردن استقلال افغانستان از سلطه انگلیس (بریتانیا) بنا شد. وقتی در سال ۱۲۹۸ خورشیدی مطابق ۱۹۱۹میلادی شاه امان الله خان استقلال افغانستان را حاصل کرد بنای یادگاری استقلال (طاق ظفر) را در پغمان ساخت. در وسط طاق و بر سقف کمان مانند و دیوارهای طاق ظفر نام‌های بی‌شمار و رقم‌های هم روی آن همه سقف و دیوارها کنده‌کاری (حک) شده است. در کتیبه‌های سنگی آن معاهده استقلال افغانستان و نام‌های که روی سقف کمان مانند و دیوارهای گنبدی شکل آن حک شده اسامی کسانی است که با خون بهای خود استقلال افغانستان را به دست آوردند.
