Is this photo really public domain? It says "because it is an official congressional portrait, because it was taken by an official employee of the Congress, or because it has been released into the public domain by a member of Congress." But it doesn't seem to fit any of these. Kendall-K1 (talk) 22:44, 31 January 2018 (UTC)[reply]
