My understanding is that the boundary of the United States, until 1791, did not include Vermont, which declared its independence from Great Britain in 1777 and governed itself as the Vermont Republic for 14 years. Portions of the territory had been disputed by New York, but the historical record is clear that the government of Vermont was independent of the other 13 former British colonies during 1780s.
