Isn't that a Mobius strip centuries before Mobius and Benedict described it (1858) ?

It may be a Möbius strip... or a perspective distortion from the artist (probably intentionnal since he has to make all 12 zodiacal signs visible in a single ring)... As the bottom of the sphere is not visible, it's difficult to give an answer. The museum notice just mention an Himmelkreis (litteraly “Sky + round”, i.e. celestial sphere or « orbe céleste » in French). I don't think that Möbius strip were very common in Roman art for depicting celestial spheres; but as an eternity symbol it could perhaps have been used, and merged here with the sky orb.
