@Heitordp: The version that you uploaded on April 6, 2020, is radically different than all previous versions of this file. Can I ask that you upload it as a separate file, maybe File:Blank USA, w territories 2.svg and revert the version here to the pre-April 6 version? @Heitordp: Looks good now. Since you've basically recreated the file from scratch, I'm wondering if you want to revisit the license. Since this image is mostly just used for creating derivative images, it would be nice if it was CC0 to provide more flexibility in how it gets reused. I'm also fine with leaving it as GFDL/CC-BY-SA.
