Map changing

This map is old, it still shows the administrative division prior to 2005. I could change it myself but I don’t have the means to work SVG files. What I would like to ask to the author (or anyone else) is to build a new map, either with the correct administrative division or either with no administrative division at all (not necessary in place-localization map).
