I don't believe this picture is of Carex aquatilis. Water sedge has lenticular achenes and this species seems to have triangular ones. Also, the leaf is joined differently from water sedge. I'm not positive, but it looks like Carex utriculata, which in Alberta is very often found alongside water sedge.
