Re-Add Austria in light blue, Romania should be dark blue

Austria needs to be coloured light blue like Ireland, Colombia and other countries that are providing non-lethal military aid. Although "intended for civilian use", the flak jackets Austria provided are objectively pieces of non-lethal military aid; Austria had no control over its distribution. Moreover the aid provided is described as "army equipment" donations of "protective helmets from Bundesheer stocks and 9,300 flak jackets from old army stocks" by the Wiener Zeitung on 05 May 2022. Hungary updated to light blue for non-lethal aid

On March 07 the Hungarian Defence Forces acknowledged they provide training to Ukraine's military medical personnel as well as provide hospital care to wounded Ukrainian soldiers.
