This map is not accurate. I just checked udva municipality which is colored as having less than 50 Montenegrin's, while in 2011 census there were 51̹̥̘ percent Montenegrin's. I don't know where you got those numbers from, but I used official statement by Montenegrin statistical office as a sourceː https://www.monstat.org/userfiles/file/popis2011/saopstenje/saopstenje(1).pdf Total population of Budva was 19218, and there were 9262 Montenegrins in that municipality, which is 48%. Regarding Nikšić, total population was 72443. There were 32915 speakers of Serbian language, and 31695 people who declared Montenegrin as their language.
