Note about permissions[edit]
I was browsing and noticed this file was tagged with "This file is missing evidence of permission", however in the permissions box it says "Oruro's prefecture" (now "autonomous government of Oruro") which means it's a branch of the Bolivian Government and according to the constitution approved on 2009 article 21 all media belonging to the different instances of the Bolivian government are of public access and domain, and are free to use. I checked Commons:Copyright tags but I noticed that there isn't yet any "PD-Bolivia" template yet but in any case that should be the applicable one in case this file is nominated for deletion, I wrote to the uploader but I think he doesn't check his messages often.
