I would say this image is wrong - the places that are missing (at least):

• en:Guadeloupe (France)
• en:Martinique (France)
• en:Réunion (France)
• en:Madeira Islands and Savage Islands (Portugal)
• en:Azores (Portugal)
• en:Canary Islands (Spain)

Okay, it's pretty hard to figure out what regions now really belong to the EU and it depends on how you define EU territory - just take a look at en:Special member state territories and their relations with the EU and you'll see how tricky it is.
