Inscription on bottom

I have no training in epigraphy, modern or ancient, so I'm going on little basis here. It seems as if the inscription on the bottom says:

T ET C SEMPRON[II?] GRACCHIS

TRIB(UNIS) PLEBIS OPTIM[E:F?] DE P(OPULO?) ROMANO MERITIS
