Better image[edit]
I am reverting the most recent image change because I believe the version uploaded by FlagVisioner is better than the one favoured by YoanTaskov. The key difference is the swapping of the yellow and red parts of the field. The law clearly says that the yellowin the shield is on the heraldic dexter "diestro" (the observer's left). That this is what is intended is confirmed by use of the shield where there is official presence online, as well as in photos of actual flags used (more examples one two three).
The other differences are in heraldic terms simply matters of emblazonment, much less important than make sure the colours are in teh right place, but in any case FlagVisioner's version looks mostly closer to the emblazonment seen in actual use in these respects as well.
