Hello,

it was really a surprise for me to find this flag at the french site of Laeken, which is not used anywhere else and even not known in Laeken itself. Unfortunately there is no citation about the origin of this flag, but I never saw this flag. And it is neither "heraldic" with the color of "turquois-bleu" neither related to the flag of Molenbeek, which is a "normal" dark blue (and which is correct).
