who could be claiming copyright on this work?[solved][編集]

I just found out by checking out the link regarding the source. http://www.npg.org.uk is claiming copyright on all it's collection and forbids anyone from using any part of their collection for commercial purposes. Copyfraud? Maybe, but still my view on this is that it is safest to not use these images from this source. What do you think?
