Why is it said he is "presiding over the Plebeian Council" when clearly he is giving a speech? Speeches are not allowed at these meetings. Clearly he is addressing some form of a contio, it looks to me in the Forum (with the Comitia at his back). This is possibly the one that's held immediately before the concilium, but its not the concilium itself. GermanicusCaesar (talk) 00:01, 23 November 2011 (UTC)
