This picture (its derivation) has been featured at the website of the Council of the EU, at [1]. Congratulations to the uploader. However, unfortunately, the publication has been done without proper attribution (instead, the description incorrectly states "© Wikimedia Commons"). For the record: No reply received from the Council, in spite of two attempts, sent from within the European Union computer network (I was a trainee with the European Commission at that time), the second mail having been sent specifically to an address of a person directly responsible for the content published on-line.
