Shade of blue

I have changed the color of the two blue fields in the arms, as every single example I can find of the flag in use has a lighter shade of blue in the arms than in the Queen's emblem. This is consistent with the Governor-General's flag, where the "royal" blue of the background is substantially darker than the blue in the shield.
