Similarity to New Hampshire Senator Daniel Clark

The subject of this Mathew Brady photograph (listed as New Jersey U.S. Senator Robert F. Stockton) looks extremely similar to the subject of a different Mathew Brady photograph putatively of a different person (listed as New Hampshire U.S. Senator Daniel Clark; included here). Explanation?

The subject is clearly Senator Daniel Clark. No other image of Robert F. Stockton resembles this photo, and it was likely a mislabeling on the part of NARA. https://catalog.archives.gov/id/526010 - see near the bottom of the page, where the oldest tag was made by a user oblevins 10 years ago stating: "actually hon. Daniel Clark of New Hampshire". The image should be flagged for deletion, or otherwise not used as the main photo for Stockton due to it's debated nature.
