The Illinois category is mostly for navigation. If we tagged every city photo in Illinois, the category page would have thousands of images and be very hard to navigate. At it is, it's much simpler to navigate. Illinois-> Cities in Illinois-> Mascoutah Rklawton 12:58, 5 April 2006 (UTC)[reply]
