I think the external borders are wrong:

  • the Operationszone Adriatisches Küstenland was not part of Italian Social Republic, it was administered as part of the Reichsgau of Carinthia
  • after september 1943 Kotor zone was annexed by Independent State of Croatia.

You raise an interesting point. And in fact only certain axis nations even recognised the existence of NDH. Almost all Allied maps of the period still showed Yugoslavia as that was the only state they recognised. The same is true for most axis states including Greater Germany and their territorial changes. However, if one is documenting the administrative history of these transient states, the de-facto control of areas or global recognition is not relevant.
