Not public domain?

The Flickr page says this: "This official White House photograph is being made available only for publication by news organizations and/or for personal use printing by the subject(s) of the photograph. I'm sorry for the late reply. To find the discussion on Commons, search for example for "This official White House photograph" on the "Help and Project pages". What phrases did you search for that you missed this?

Situation Room

At that time? Not that's been publicly posted on the White House Flickr page, though I suspect there were other pictures taken at that time by Pete Souza. Given that Pete's photos can't be deleted by law (as I learned on a PBS show about Presidential photographers) they'll come out eventually, but that might not be until Obama's out of office and they're in his presidential library (assuming they're not classified). Not at the time, but at least since it was refurbished (during Bush's time).
That image was taken in the situation room, but the room seems larger there.

Light blue tie
