The diagram is taken from http://www.wou.edu/las/physci/ch412/pourbaix.htm where indeed you find 1 Mole/liter as reference concentration. As you find a similar Diagram in Principles of Corrosion Engineering and Corrosion Control, Zaki Ahmad, Butterworth-Heinemann, 2006 online aviable in google books: https://books.google.de/books?id=10U1CRPV_BUC&lpg=PA45&dq=Stability%20Fe(OH)2%20pH&hl=de&pg=PA46#v=onepage&q=Stability%20Fe(OH)2%20pH&f=false Its states in point (5) page 46 that the diagram was made for 10⁶ mole/liter! On page 49 you also find a concentration (more accurate activity) depended diagram that clearly shows that the given file can't be for a solution of 1 mole/liter. pH scale mislabelled?
