The description of the photograph needs to be changed. No Lev Ourousoff (Urusov) was a member of the Duma, neither Lev Vladimirovich nor Lev Pavlovich.
There were three members of the Urusov dynasty in Duma, though, and this photograph is almost certainly depicting one Alexander Petrovich Urusov (1850-1914). He was indeed representing Tula Guberniya in the 2nd and 3rd Duma (between 1907 and 1912 as a member of the National group (later on, National faction).
