The diagram, at least the way I see it, makes it look like Proxima b narrowly passes beyond the inner edge of the habitable zone at its closest approach to the star Proxima. But, Proxima Centauri b, even using a high estimate of the star's luminosity of 0.0017 to calculate the habitable zone, at perihelion, still orbits wholly within the habitable zone. At least according to the limits of habitable zones defined by Kopparapu (2013).
