The uploader claims that the Vietnamese Wikipedia had listed this image as being licensed under the GFDL, which is incorrect. The original image description page has been deleted; it contained no source or license information, so I added {{Unknown}} to the page. The uploader here probably saw a mention of the GFDL on that template – in a sentence explaining our copyright policies – and thought the template was {{GDFL}}. This image could very well be in the public domain, given its use as the national anthem of a former country that was never a signatory to the Berne Convention.
