The email I sent to stillpix@nara.gov:

I am an administrator for the non-profit encyclopedia Wikipedia, and I am writing to confirm the copyright status of a NARA image whose record I cannot locate online. The Library of Congress website http://memory.loc.gov/wpaintro/intro12.html displays an image of Ralph Waldo Ellison that it credits to NARA, giving the numbers 61-8989, 306-PS-A. Is this photo copyrighted or is it in the public domain? (And are there any other better reference numbers that should be included on Wikipedia's image page for copyright verification in the future, should it be required?) Thank you for your assistance, XXXX

I received this response:

Dear Ms. XXX,

The correct citation should read 306-PSA-61-8989. Reproductions (traditional or digital), if needed, can be purchased through any of our private vendors, by citing that number. A list of private vendors is available at http://www.archives.gov/research/order/vendors-photos-maps-dc.html . Their prices vary.

The image is credited to a USIA staff photographer, therefore, has no known copyright restrictions. Following is our publication statement. If we can be of further assistance, please let us know.
