Copyrighte problem

The Copyrighte problem ist still unsolved - though User:Apcbg added license information and removed the Warning tag. Yes, the Bulgarian Ministery on Foreing Affairs grants Creative Commons License ([1]). BUT obviously they are not the copyright owner for that bulgarian stamp. The copyright owner can only be the Bulgarian Post Office or the Bulgarien Ministery of Communications - I guess. So we would need a Creative Commons License from them. The name of the artist is clearly printed on the stamp (T. Wardzhiev; bulgarian: Т. Барджиев). The copyright is also owned by the artist. “The information in this site is public" does not include pictures.
