Invalid licence and description

This file is currently claimed to be licensed under a CC-by-sa licence. This is invalid.

The photo was taken at the US Army's Aberdeen Proving grounds, around 1945. It's not taken by the uploader, the uploader doesn't hold the rights to it, so it's not up to the uploader to try and licence it as CC-by-sa.

However the file is also clearly a US government work, thus falls under {{PD-USArmy}} and is public domain. It would be best to describe the source where it came from too.
