The map is wrong. There it is NO REFERENCE at all to the Italian territory/province of Zara (actual Zadar). See: 
Hi, well in fact I believe the map is correct. The map shows the area including Zara occupied by Italy from 1941-43. After Italy capitulated this area was occupied by NDH apart from the very small area around Zara shown by your map. You can see this in my two maps of NDH here: NDH 1941-43, NDH 1943-44. The user who requested the map asked for it to cover the period 1941-43 which it does. XrysD (talk) 18:39, 23 May 2013 (UTC)
