This photograph almost certainly isn't from 1937 as claimed in the caption. The fashion appears to belong to a much later period. The two girls in the foreground are wearing ultra mini skirts. Now the mini did not come into use until the 1960s, and even then it was a very modest length at just above the knee. By the late 1960s and into the early 1970s, this type of ultra mini was more commonplace. My instincts suggest that this photo dates to 1970-1972. The copyright might be an issue - because public domain was claimed based on the fact that the photo was taken before 1938. But I very much doubt that the dating is correct.
