The picture was taken from a page in Hebrew of the Israeli Ministry of Health. Above the pictures in this page you can read in Hebrew: "תמונות וסרטונים חופשיים לשימוש. ללא קרדיט." which Google Translate translates into English: "Free photos and videos. No credit."
The words in the bottom of the page "כל הזכויות שמורות, משרד הבריאות, מדינת ישראל 2020", that means "All rights reserved, Ministry o Health, State of Israel 2020" are part of the standard template of pages of the Ministry of Health, but the statement cited above, which is specific to this page, overrides it. דוד שי (talk) 09:19, 8 March 2020 (UTC)
