Флаг муниципального образования „Пионерский городской округ“ представляет собой Прямоугольное полотнище с отношением ширины к длине 2:3, состоящее из двух горизонтальных полос: красного (вверху, шириной 1/4 ширины полотнища) и синего цветов; внизу синей полосы — две тонких (шириной 1/20 ширины полотнища) выщерблено-изогнутых полосы жёлтого цвета (нижняя на расстоянии 1/9 ширины полотнища от нижнего края, верхняя на расстоянии 1/9 ширины полотнища от нижней); в центре полотнища на синей полосе плывущая к древку по верхней жёлтой полосе лодка жёлтого цвета с такими же парусом и вымпелом; на красной полосе — три рыбы жёлтого цвета с глазами чёрного цвета, головами вверх и к древку и с изогнутыми хвостами.
