ตามมาตรา 2 แห่งพระราชบัญญัติเหรียญรัตนาภรณ์ รัชกาลที่ 7 พ.ศ. 2469 ได้กำหนดลักษณะของเหรียญรัตนาภรณ์ไว้ดังนี้

มาตรา 3 ลักษณะแห่งเหรียญรัตนาภรณ์ตามพระราชบัญญัตินี้ ให้มีอักษรพระบรมนามาภิไธย ป.ป.ร. อยู่ในขอบวงรีหยิกทแยงสี่แง่ มีหูสำหรับร้อยแพรแถบข้างบน ทำด้วยทองคำแลเงิน ลงยาฝังเพ็ชร์ ยักเยื้องไว้ต่างกัน มีลำดับเปน 5 ชั้น ดังนี้
ชั้นที่ 1 เรือนเงินประดับเพ็ชร์ทั้งดวง หูทองคำ
ชั้นที่ 2 อักษรพระบรมนามาภิไธยทองคำลงยาเขียว ขอบเรือนเงินประดับเพ็ชร์ หูทองคำ
ชั้นที่ 3 อักษรพระบรมนามาภิไธยทองคำลงยาสีเขียว ขอบเพ็ชร์สร่งเงิน หูทองคำ
ชั้นที่ 4 อักษรพระบรมนามาภิไธยทองคำ ขอบเพ็ชร์สร่งเงิน หูทองคำ
ชั้นที่ 5 อักษรพระบรมนามาภิไธยเงิน ขอบเพ็ชร์สร่งเงิน หูทองคำ

ให้มีแพรแถบพื้นสีเหลือง มีริ้วเขียว 2 ข้าง กว้าง 23 มิลลิเมตร สอดร้อยหู เหมือนกันทั้ง 5 ชั้น สำหรับพระราชทานสตรี ผูกเปนรูปแมงปอ สำหรับพระราชทานบุรุษ ไม่ผูก ใช้กลัดอกเสื้อข้างซ้าย
