Stema comunei Costinești, județul Constanța, se compune dintr-un scut triunghiular cu marginile rotunjite. Pe câmp albastru, central, se află un obelisc de argint, format din doi pilaștri centrali curbați spre exterior și adosați, pe care se sprijină, dreapta-stânga, câte două fragmente de arc de cerc, descrescătoare, întruchipând stilizat raze de soare. Stânga sus se află un soare de aur stilizat și, în vârful scutului, trei brâuri undate de argint. Scutul este timbrat cu o coroană murală de argint cu un turn crenelat.

Semnificațiile elementelor însumate ale stemei

Obeliscul este un simbol reprezentativ al stațiunii Costinești, lucrarea de artă fiind construită în anul 1969 de către Wilhelm Demeter, monumentul având o înălțime de 12 m. Din păcate, a fost distrus în anul 2005 de inundații, fiind refăcut în 2006 de același Wilhelm Demeter, dar acum cu o înălțime mai mare, de 18,5 m, și o greutate de 200 de tone.

Soarele este emblematic pentru stațiunile litoralului românesc și reprezintă viață, bucurie, bogăție și lumină.

Brâurile undate fac referire la valurile mării.Coroana murală cu un turn crenelat semnifică faptul că localitatea are rangul de comună.
