This is Santa Maria Capua Vetere's coat of arms. It is dated 1888. O.P.Q.C. stands for Ordo Populus Que Campanus. I found the image on the page http://www.comune.santa-maria-capua-vetere.ce.it/emblema.asp and converted it from jpg to png image format.
