Argument for this being a public domain image: The original is located here, on the PCL Web site. That site says that all images were created by the Central Intelligence Agency unless otherwise marked; this image (or rather, this image and the others resembling it) are not marked as being created by other than the CIA.

The PCL "Material Usage Statement" linked at the bottom of the PCL page states that all maps are public domain unless otherwise marked.

Most of the maps scanned by the University of Texas Libraries and served from this web site are in the public domain. No permissions are needed to copy them. You may download them and use them as you wish. A few maps are copyrighted, and are clearly marked as such.
