This plaque is not on the Boulevard de Courcelles. 22 Boulevard Courcelles is the location of the Latvian Embassy (if you don not believe me, I am certain that a look on Google Street View will be worth your trouble (coordinates: 48.880966,2.312751). This plaque is in Rue Monceau. Again you can verify this by looking at Google Street View, the coordinates are: 48.880758,2.316973.
