Should there be blue stars or not?[edit]

There is a bug causing the PNG and SVG versions to look different. The PNG is showing coloured stipes and no stars. Click on the PNG to see the SVG and you end up seeing the same stripes but with a new set of blue stars at the top.

I see the same inconsistency when I click the PNG in Edge, Chrome, and Firefox so most browsers seem to render the stars just the same and only wikimedia's PNG is different( as it shows no stars).

Which should be correct? Is this caused by quirkiness in the SVG markup?
