The authors might be A. M. Fisher, S. J. Sirk, M. P. Bruchez, and J. L. Lambert. Their paper "Development of a Quantum Dot-Lateral Flow Assay" at https://trs.jpl.nasa.gov/bitstream/handle/2014/38284/03-2035.pdf?sequence=1 has a black-and-white diagram that is similar to part of this color image. According to https://www.semanticscholar.org/paper/Development-of-a-quantum-dot-lateral-flow-assay-Fisher-Sirk/6e3f2c9d7456b7feb0ebd5d957a774682634afd4, that paper was written in 2003.
