The black vertical bar in the image is deliberate. The image is a composite of two NASA images: the left-hand side is derived from planetary data set FDS 11446.21 and the right-hand side is from planetary data set 11448.10. I have added details to File:PIA02202 Neptune's full ring system.png with links to the NASA's raw data. Voyager 2 took many images at different exposures as it passed Neptune, some wide angle and some narrow angle, some including Neptune and others pointing off to one side (see [1]). If it helps to understand, here are two images modified from the raw data sets FDS 11446.21 and 11448.10 that include part of Neptune's globe (NASA cropped and further corrected the raw data to create the composite seen in this file page).
