No, all works of NASA (federal) employees are by definition PD. To quote the PD-NASA tag: "Use of NASA logos, insignia and emblems are restricted per US law 14 CFR 1221." That's not a license restriction, it is a restriction by law, much like there exist restrictions on trademarks, pornographic content, usage of the governmental seals and awards etc. It's not something that is currently being dealt with within wikipedia and other foundation websites.
