Are we sure this is the official seal of Cleveland? There is no description of this design in the city's municipal code. Instead, the code describes a corporate seal that consists of the arms of the state of Ohio and two lines of text: https://codelibrary.amlegal.com/codes/cleveland/latest/cleveland_oh/0-0-0-1459#JD_105.04. Also, images of mayoral proclamations online show the mayor's signature over an embossed seal that looks like the description in the municipal code. It is clearly not the design featured on Wikipedia, which is printed at the top of such documents. Basically, I suspect that what Wikipedia claims to be the city seal is really the city logo, used for branding purposes, while the city seal--used for official documents, etc.--is a different design.
