Possibly, need to change CC-BY-SA 4.0 to PD-old and PD-US because it was published in 1918 and copyright term expired. There is no new copyright here as this is a scan of a public domain photo / portrait.

«According to US laws, a reproduction (photographic or scan) of a 2D art object (painting, photograph, book illustration) does not create a new copyright object, unless some creative contribution was made during the creation of the reproduction (for example, retouching effects)».
