Halilu Ibrahim was born on 12th March 1980 at a remote village of Dogonkuka 'B', Kayeri District, Fune Local Government Area, Yobe State - Nigeria. He attended Dogonkuka 'B' Primary School 1987-1992, Government Secondary School Damagum 1992 - 1998,College of Administrative and Business Studies Potiskum 2000-2002 for Secretariat Studies, Typist Grade II Certificate, and Ahmadu Bello University Zaria to study Bachelor Degree in Business Education 2008 - 2011. Gain employment at the Directorate of Budget and Planning, Governors Office, Damaturu (now upgraded to a full pledge Ministry in the year 2005) June 2003 to Date (2021), currently an Assistant Chief Planning Officer. Halilu is married and blessed with two children.
