BUT just opened "User" for first time?

Ok...I made a "user" page... What I am trying to do... Retrieve from Commons a file -- specifically -- https://commons.wikipedia.org/wiki/File:Frank_Leslie%27s_Illustrated_Newspaper_Vol_9.pdf

But...more than that, I want "Page 410" in the PDF file (even though the actual printed page in 406). Then I need to extract that one page from the massive PDF file... Then...rotate the image 90 clockwise... And finally paste it into my Sandbox with the first article I'm trying to develop... (And the tutorials mostly describe "uploading" new images...or give the generic code for inserting a generic file...) Help, please?
