Bot's tasks for which permission is being sought: Accessing the Commons API to retrieve metadata about images, and downloading thumbnails of images. I'm requesting bot approval so that I can retrieve information for more than 50 files at a time from the API. As far as I understand, the apihighlimits user right would be appropriate here.

- We're downloading thumbnails in order to generate perceptual hashes on them. This enables searching for images with visual similarities. Our main purpose for this is creating a Firefox plugin that will identify images from Commons, even when they are published on other web sites, and provide link back and attribution to Commons.
